Character: Plumeria
Age: it's not clarified in canon, but based on her role in Team Skull and her association to Guzma, I'm gonna say she's a young adult between 18-23—just to pick a number to play around, I'm gonna go with 21.

Background: Here, but it's scarce since she's a side character. I'll note that she's specifically from Sun & Moon, not Ultra Sun & Moon! I'll happily provide any needed additional information.
Personality:
"I help keep Team Skull together. I'm like a big sister to all these numskulls. You have realized what idiots all these guys are, right?"
Plumeria is introduced in the game as the sole admin of Team Skull, responsible for orchestrating their shenanigans and managing their grunts. She seems to be presented as the only intelligent person in a sea of idiots, but it appears that's just how she likes it. She bluntly calls her situation for what it is, referring to the members of Team Skull, and even her boss, Guzma, as idiots—but she also clarifies that she finds them all cute for that reason, so she's happy to do what she does, and in general, spend time around them.
Plumeria is referred to by the members of Team Skull as the gang's "Big Sis" more often than by her administrative title—they rely on her strength and care, even going as far as threatening the player character to sic Plumeria on them like a bunch of tattling little siblings. She's respected, revered, and well liked—additionally, she seems quite protective of Team Skull, irritated when the player character beats several of the grunts.
"Our big sis, Plumeria... She doesn't joke around when it comes to Pokemon training, you know! She doesn't joke around about much of anything, come to think of it... "
Although she isn't quite stoic (though one could argue she's about a hair away), Plumeria is certainly rather serious. To say she's completely humorless isn't quite right, but it's likely not many people see that side of her. It seems that even after she quits Team Skull, even without having a status or much of a burden to hold, Plumeria's still quite strict and blunt (the above quote being after Team SKull is disbanded).
While she's prone to the occasional whining or expressions of displeasure, Plumeria seems to keep her head straight, and in general has always come across as one of the more composed, level-headed members of Team Skull. This seems innate to her character, rather than circumstantial. It's quite likely that having spent close time with Guzma for an extended period of time enabled her to be someone who's more like an anchor than not, conditioned to be a stabilizing factor in the lives of those she chooses as her family.
"But don't you think some dummies are cute in their dumbness? You know what I mean, right? You picking on my cute, dumb brothers and sisters is really annoying me!"
Despite the fact that they're a gang of unfortunate folks met with unjust hands in life, Plumeria doesn't seem to have any tolerance for her grunts being rightfully brought to justice for their own nonsense. It seems common for Plumeria to give backhanded compliments, particularly to the people she has apparent affection for. And despite having a reputation as being quite serious, even among her grunts, Plumeria is indeed affectionate in her own way--so I think her soft side is rare, but not exactly a secret. She has love to give for the people she deems appropriate to receive it.
The fact that Plumeria has her softer sides is not qualities she specifically bothers to keep guarded, seeming rather unbothered by people's accurate or inaccurate perceptions of her—which, having essentially grown up in gangs, it makes sense that she probably can't be concerned with that sort of thing. Despite her edgy, shocking look and apparent rejection of standards when it comes to behavior and beauty (in her localized translation for the game, her speech is a little cleaner than in the original Japanese text), Plumeria has a real fondness for cute things, and is feminine in her own way. When the player character inspects her room, it's noted she has a lot of high quality brand makeup, and her favorite Pokémon is Bounsweet.
I also feel that she probably finds cuteness where most people don't, found in many places in her own Pokémon team, as well as her fondness for the idiots of Team Skull.
"To be honest, I've treated you really badly. Even if I was just doing the work the president told me to do, I shouldn't have done all that. Even if I apologize now, I know it's probably too late for you to forgive me, though."
This feeds somewhat into Plumeria's subjective morality and conditional empathy; she can participate in things as awful as stealing people's Pokémon (and probably money, etc), because she designates everyone outside of Team Skull as "other." Give her repeat exposure enough to anyone and a chance for them to grow on her, she can suddenly go from flippant callousness to cautious investment—it's just likely being part of a notorious gang doesn't give many opportunities for this to occur.
Lusamine, president of Aether, falls into this category as well, which conversely, is why she has no problem doing dark work for her. However, it's implied that she's at least distantly aware that Lusamine is taking advantage of Guzma, so it's hard to feel okay about what she's doing. This comes to a head when it's clear that the player characters have earned Plumeria's begrudging respect, and she expresses remorse for doing the things the president wanted her to do for her own cause, even going as far to recognize she doesn't necessarily deserve forgiveness for those crimes as she puts aside her pride to ask for help.
Put in the right circumstance, it seems like Plumeria cares more about morality than she actually lets on—but a life of organized crime probably helps you decompartmentalize that.
Now that she isn't involved in a gang and is simply focusing on becoming a better trainer, there's a chance she may morally self correct a little bit. She now has two people outside of her gang ties believing in her and supporting her, and I think that it's helping bring Plumeria around the bend, though I'm also certain she's still quite capable of mischief.
"Bring Guzma back, if you can. I know you've got no reason to help... but no one can make up for what they've done if they're gone."
Plumeria has stated in game dialogue that she has pride, but it's not so brittle to put aside for the sake of saving her friends. Even though she's supported Guzma through everything, she knew it was wrong, and acknowledges that if Guzma's to apologize—whether she means to her, or to the player (perhaps both) isn't quite clear—he needs to be retrieved.
While Plumeria was clever enough to figure out some of the unspoken goings-ons in the Aether Foundation's plans, some of which deliberately kept from her by Guzma, the wool was still pulled over her eyes to some extent; she never anticipated something as wild as losing Guzma in a worm hole, or for anyone's lives to be truly endangered. Because of this, it's clear that while her concern trumps everything, she was also a little bit angry with Guzma. While extremely loyal, she isn't above vocalizing her dissatisfaction and concerns—although dissenting Guzma is rare, whether because of loyalty, sentimentality or professional reasons.
That said, Plumeria's more about accountability, now, even towards Guzma. For example, Ultra Sun & Moon, while not doing anything like outright demanding an apology for his misgivings, Plumeria insists on Guzma helping her train to become stronger as she works in earnest to be a serious trainer; in Sun & Moon, he cuts and bails to Melemele after disbanding Team Skull, and she doesn't seem pleased about it.
"Those old dudes Molayne and Nanu somehow talked me into doing this. I'm starting from scratch as a Pokémon Trainer and doing it right this time. I've got a Z-Ring and everything, so I might actually be able to live up to their expectations."

Based on these quotes, we see that Plumeria also has her own insecurities and frustrations despite her original debut as someone with a tough disposition, demonstrating she's not just two dimensional. Despite the fact that Plumeria's clearly confident in what she does know, she's a little uncertain and shaky in territory that she finds less familiar. Saying that she might live up to Molayne and Nanu's expectations isn't really her way of being modest, not exactly—because Plumeria is neither humble nor a braggart. This is her way of genuinely expressing her uncertainty as well as her sincere desire to step up to the plate as she's tasked to.
The disbanding of Team Skull has left Plumeria feeling a little uncentered; between that and the gang she was in previously, it's strange to be wholly independent, in that sense. Living her life as her own boss, her own person, and having to then think about what she wants to do; what matters to her as an individual.
Even though she starts from scratch, the Pokémon that the player's made to battle are incredibly strong, especially at the Battle Tree. From that point, she's already defeated the Elite 4, which is pretty crazy for someone who's only gotten serious about training their Pokémon in less than a year in that time elapsed. Having folks who have no ties to her shady history stepping forward to help her, likely for no other reason than the sharp potential that they saw in this young woman laid low by the traditions of her home.
In its own way, Team Skull was a political stance; expression of frustration and political dissent, and ultimately, those are Plumeria's feelings. She's rebellious and appreciates unconventionalism—but she doesn't hate Alola's traditions, either. She does, however, think that things need to be changed. It's even said that she was asking a local old woman things about becoming a Kahuna, so it's quite possible that as she's becoming more serious as a trainer, she's becoming more serious about the sacrifices it takes to uplift community. Which, ultimately, though previously just in Team Skull, has always been her main prerogative.
All said, Plumeria is letting down walls as she lets herself be her own person and to find her own strengths, which may be why she shared something so emotional and personal as her feelings with being a failure at the end of the game, when she'd never say something so revealing or vulnerable as Team Skull's Admin. She doesn't have to be strong all the time, and moreover, she can redefine what strength means to her. I think these are aspects of Plumeria that have always existed, but maybe parts she's never often freely expressed.
So, in Empatheias, she'll be working on getting comfortable with self expression and training herself out of her stoicism.
Abilities: Plumeria is a normal human, so she doesn't have any abilities of note. She does have a strong team of Pokémon, however, who are the following:
Salazzle: Plumeria's main, who was but a wee Salandit. She has a hasty nature. Her applicable non-status moves are as follows:
- Fire blast: Can leave the target burned. That's Pokémon, mind—if this hits a person, they, uh, definitely will burn.
- Sludge bomb: Inflicts physical damage, has potential to poison its target.
- Fake out: Inflicts damage and makes the opponent wince. Some sleight of ...claw?
Crobat: Evolved from her Golbat. She has a jolly nature. Her applicable moves are as follows:
- Brave bird: A low-altitude aerial charge move. While quite powerful, it hurts Crobat.
- Cross poison: A high critical rate move that's quite powerful, and has the potential to poison its target.
- Zen headbutt: It's essentially just a headbutt, but enhanced by the Pokémon's willpower/spirit.
- X-scissor: Just a strong physical move.
Gengar: Has a modest nature, which for a Gengar, who even knows what that means. Her applicable moves are as follows:
- Shadow ball: Essentially just a physically damaging move.
- Energy ball: Same as the above, just with different potential status debuffs.
- Dazzling gleam: Hurts all enemies, so this is kind of like an AoE/would probably physically hurt all people in its presence.
- Round: Physically damaging ability that essentially has a chance to double its damage.
Toxapex: Has an impish nature. His applicable moves are as follows:
- Baneful bunker: A shield move that's nigh impenetrable, protecting Toxapex. Will poison upon contact.
- Venoshock: A move that inflicts physical damage, with a chance to poison its target; if the target becomes poisoned, the damage is doubled.
- Surf: Inflicts physical damage. Also means that Toxapex can be used as a water vehicle... Not sure if anyone wants that.
- Ice-beam: Inflicts physical damage; low chance it will freeze its target. If this hits a human, it would likely burn their flesh.
